scala 2.13 release

I'm using this lib for some time, but I need to update whole project to scala 2.13.X. Can we get new release?

I think the way I used to publish to maven does not exist anymore. I mostly do rust these days, so I am not up to date with the scala/java ecosystem. Is there a convenient way to publish to maven these days, or is it some black art still?
