How to determine whether to apply the "// Defects4J: flaky method" annotation to a test? Is it because rerunning the test reveals inconsistent results?

Through the analysis of coverage information from Defects4J projects, I have observed that the majority of flaky tests are failing tests that do not cover the lines of buggy code. In light of this, can I consider a failing test that does not cover buggy code lines as a flaky test? Your response to this question would be greatly appreciated.

Just to clarify: are you observing (in the most recent version of Defects4J) failing tests that do not cover any buggy lines? If so, can you please provide more details for how to reproduce your observations? If not, can you please elaborate on your question and what you are trying to achieve (more context would be helpful to answer your question)?
