Add TimeWidget

Reasons for making this change

Hi! I saw there was no TimeWidget and since I needed it for a work project I thought someone else might find it useful, so here it is. I only made it for the Material-UI package, wich is what I'm most familiar with, but I guess I could try making one for the other packages.

@ivanlewin , this can be a useful feature. Please add tests and update the documentation to move this along.
