Power Zone Notification on excessive current

Add the ability to generate a notification at the power zone level when the current exceeds a set threshold. Useful in monitoring excessive current load on a circuit.

This is for the individual circuits, the main 120V circuit already has this enabled.

Looked into adding individual circuit CTs on the electrical circuits. Can be done but would require more hardware work. I am putting this as a low priority for now. Hardware addition first, then coding next.
