bSingleFileInstance should be respected in IDM_FILE_RECENT

When bSingleFileInstance ("Only One Instance per &File") is enabled, opening an opened file via Explorer will switch to it. But when you open the file through the Recent History dialog, Notepad3 doesn't have any warning, which skips the opened/modified file window, resulting in potential overwriting and data loss.
