make ip-range configurable

Hello @ritazh , I've discovered the project you wrote in the blog, I've also found a fork by @nicojanssens could be merged in the code. If all of this is still working. I feel the configurable ip range an appreciated feature to circumvent external DHCP can't be switched off.
