Replace codes in 031$q

We have codes in 031$q that are not readily understandable to outsiders. See https://github.com/rism-digital/muscat/issues/1546

For records where 031$q contains either ? or + or t only, the characters need to be replaced by a full sentence.

Waiting on discussion in #1546 to finalize the sentences.
