Limit linking to parent record to same library
In music manuscripts when you link up to a collection record in 773, catalogers can choose a collection record from any library. This can lead to mistakenly linking to a collection in a different library. Example: https://muscat-test.rism.info/admin/sources/1001240077 US-Wc links up to D-B manuscript. It would reduce errors if the selection were limited to the same library somehow.
(I think this is part of what has caused the "DB link does not exist to this item" error, when people accidently click the wrong collection, then save, then realize their mistake later: https://muscat-test.rism.info/admin/sources/705000771 )
We actually looked into this problem a while ago: https://github.com/rism-international/muscat-maintenance/blob/master/report/2021-10-14_check_parent.csv But I forget what we did about it in the end.
I forgot about that, thanks! I think a lot of those must have been fixed by now (the ICCU linking issues have been fixed).
This might be better as a weekly validation/error check.

I added a validation in the weekly report for 9.3
The validation works in the weekly report (thanks!) but it would be good for Muscat to prevent this in the first place - I got a new one this week.
