Folders publish records without regard to owner

It is possible to put records in a folder that belong to both the cataloger's working group and an external working group, published or unpublished. Folder owners see a "publish" button. However, "publish" publishes everything, even if you are not the owner.

Publishing rights should be limited, but I'm not sure whether strictly by owner or by working group (some working groups manage a lot more sigla than others); at the same time, there are different ways that groups divide the work.

I wonder if a related issue might be adding items to existing folders? Currently catalogers can add any record to any folder, but this could lead to problems if you mis-click and add items to the wrong folder (and you can't edit contents of a folder to remove items you don't want). (This was fixed)
