RecalculateStatsAPI request: Jump Count and Air control

These are the last few recalculatestats hooks enforcer has, would be nice to have everything in recalculatestatsapi. Tried reducing jump power to 0 jumping still plays the animation and it's janky.

airControl isn't part of the stat block and a jump count modifier would probably not interact in the way enforcer wants it to (since he wants to disable all jumping but the current compat behavior between mods would let some modded jumps through depending on load order) :thinking: We could insert a post stat calc delegate,I feel like that would help replace a bunch of the On hooks people seem to be doing.
