I think this is still biting us with cf-cli 8.6.0 (against capi 1.148.0)
Specifically it appears to happen if a uaac-created user has never authenticated via cf **and** then targeted a space with e.g. `cf target`
In case it's an interesting data point, we (NixOS packagers) tend to find these `test_second_order_function_approximation` tests significantly more unreliable on aarch64.

Why vary it by platform? If a result is good enough for one platform why is it not good enough for another?
