tunman-ctl: A tool based on RKD + RKD-Coop to create files structure from a template

tunman-ctl can be introduced as a configuration generator, as we in RiotKit have a new technology that allows to implement such things with minimum of efforts.

This is important from new users point of view - they will get a complete working configuration files, generated from templates.
