[ ] Refactor notifications to allow for persistent notifications
1. The notification store data model needs to be updated
2. We need a PersistentNotifcation component (which includes an "X" that allows it to be closed out)
3. The NotificationCenter needs to properly display PersistentNotifications
[x] Upon receipt of ingestion error, dispatch a persistent notification
