docs: separating developer and user docs

Option 1: Default the user-guide page to Explore page Option 2: Create a "dummy" landing page to expand in further PR.

A big one, i copied the format of get started from dev/ to user/ to keep some sort of familiarity over the two. Similar contents but one for creation, one for using.

As discussed, noticed that there's some out of date docs in our pages due to recent changes but will tackle those when this lands to avoid merge conflicts/
