When setting project level row access policies, enable view as on all dashboards

Is your feature request related to a problem? Please describe. If i set a row access policy on the project level, this does not allow me access to "view as" feature on the dashboards. Instead I have to copy that same policy into the metrics view / explore to ensure that its working

Describe the solution you'd like Enabling row access policy in the project enables it on all dashboards

Additional context Saw behavior on customer call. Had to workaround it by copying it into a local metrics-view.
