trigger org repair manually

This was missed in https://github.com/rilldata/rill/pull/5908. Don't run repair job automatically as we will first migrate enterprise and poc customer and then trigger auto repair for remaining orgs which will be put on trial. This periodic job was not needed anymore after billing initialization job was moved to persistent background job.
