Allow creating dashboard bookmarks for User Groups

Is your feature request related to a problem? Please describe. Today, Bookmarks are at a user level or All users level. Dashboard users want to be able to define a set of bookmarks for different user groups

Describe the solution you'd like When creating a Bookmark, allow specifying if bookmarks are for user level, group level or available to All.

This allows creation of some default bookmarks for users in various groups/teams: Finance, Operations, Product, etc.
