Feat: Full values on hover in TDD and Pivot

When a user hovers over a truncated / abbreviated number in the TDD table or the Pivot table they should see the underlying full number.

AC:

• When hovering over a table cell in TDD and Pivot we should display the full number value in a tooltip.
