review various utils

someone needs to look at lib/utils vs common/utils and decide whether we need both or we should merge all these utils into one folder; and if we do need to keep both folders, we should make sure that each file is in the most appropriate place

simultaneously, we should verify that we're using all of these utils and clean out anything that is now dead code.
