Add Restart / Restart all instances button

Sometimes it's needed to restart all instances. Deploying an "empty" change has this side-effect, so it should be as simple as triggering such a Deploy.

Options:

  • Could be on the instances-page.
  • Could be on the overview-page next to "Configure".
