Upgrade Prometheus architecture, providing HA setup and long term storage capabilities.

Evaluate the possible alternatives: Thanos, Cortex or Grafana Mimir.

Thanos is also CNCF incubating project, providing Prometheus HA setup and long term storage using S3 repository as backend.
