The link http://www.steptools.com/stds/archive/ at https://github.com/ricosjp/ruststep/tree/master/schemas is already broken.

The above page http://www.steptools.com/stds/ is alive, and it still has a link to http://www.steptools.com/stds/archive/ . This means this link is not intentionally disabled. I think their HTTP server would have a temporal problem.
