Tab components

Hacker UI should have a tabs component! (similar to Material UI's tabs component)

Here's a rough idea of how it should work:

• should be simple
• a11y
• include a Tabs and Tab component
• compose over the existing Button component for a tab
• two variants/implementations
  • radio group/radio button
  • just buttons (no active value)
