English Patch and Progression Enabler

Both the English patch and the progression enabler require you to replace the mhfdat.bin files which means you can only use one or the other. What does the progression enabler do and is it included in the English patch found at https://archive.org/search.php?query=%22monster+hunter+frontier+Z%22?

This file contains an edited mhfdat.bin which replaces all key and urgent quests before G rank allowing you to complete the entirety of progression with the handful of quests included in the archive. Also included files are all the Raviente quests and the first GR1 Pokaradon quest, combined these allow you to progress through hunter rank to G rank and grants access to anything that could be needed for development purposes.

If you only intend to play the game, the progression enabler is unnecessary.
