Add ability to create top issues dashboard on discussion discussion board

Currently, the top issues dashboard is placed under the issues tab. It would be great if an option allowed users to place it as a 💬 General discussion item.

Describe the solution you'd like

Adding a dashboard_location action input in which users can choose between issues and discussion would improve the action.

I decided not to implement this at the current time because I don't need it on my own repositories. However, I'm happy to review a pull request if somebody wants to tackle this 👍🏻.
