feature suggestion: include refineChromPeaks in xcms3 feature finding optimization

Hi again, this time for a feature suggestion rather than a bug: It would be nice to also to be able to sweep/optimize the xcms3 MergeNeighboringPeaksParam() parameters of the refineChromPeaks() function. Probably it would be easiest to just directly integrate this as additional parameters into featuresOptimizerXCMS3(), just like featureGroupsOptimizerXCMS3 integrates both grouping and retention time correction. Just a thought for future versions
