The proposed fix (#5357) changes the prompt to tell the nomcom chair to NOT click the "generate questionnaire email" button if the questionnaires are not ready. That seems good enough.
I think this can be closed as fixed by #5357
So it seems overriding the ID_TRACKER_BASE in settings_local.py is the thing to do. Getting the correct URL might be tricky; the Django runserver command has a [hairy regexp](https://github.com/django/django/blob/main/django/core/management/commands/runserver.py#L15) to parse...

The proposed PR doesn't limit you to only one instance, it just prints out a warning when you start an instance that uses other than the default.
As I have written elsewhere in a comment, this behavior is problematic. Microsoft, for example, requires all intermediate CA's to have all the EKU values for anything they sign.
There *is* clarity. Real-world WebPKI chains have both EKU in the intermediate CA's and EKU not in the intermediates. See P47 of https://cabforum.org/wp-content/uploads/CA-Browser-Forum-BR-1.6.3.pdf
