Martial Arts Cutlass - missing Hilt Punch default and wrong Hand DR

There are currently two issues with the Cutlass from Low Tech:

  1. The Hilt Punch melee weapon usage lacks a default. According to Low Tech p. 65 the Hilt Punch defaults to DX and BRAWLING.
  2. The weapon currently provide a bonus to DR for the Hand of +1. According to the note [6] on Low Tech p. 71 a cutlass provides DR 4.
