Armoury Defaults Incomplete

Will probably fix this myself but posting here anyway:

Armoury in Basic Set Skills has incomplete listings for Defaults. In B178, it says Armoury defaults to other specializations of itself at -4, but only does so for all specialisations at TL3 or below. At TL4 and above, Armoury concerning weapons does not default to Armoury concerning armor and vice versa. I propose duplicating the entry for Armoury in Basic Set Skills and specifying the TL, as GCS currently has no mechanism to determine defaults based on TL.

Will add a feature request in GCS repo anyway
