Tooltip is not keyboard friendly.
- Toolip doesn't respect the keyboard highlighted window; only respects mouse position.
If I place the mouse cursor over a window, the tooltip behaves as expected.
However, if I use the keyboard to navigate to another window, without moving the mouse, the highlighted window and tooltip are out of sync.
- If the mouse cursor is not placed on any window, the tooltip doesn't appear at all.
Can you please make the tooltip more keyboard friendly?

I can't reproduce. When pressing the arrow key, the mouse moves to the highlighted window and the tooltip displays correctly.
