List ordering is out of date

As noted in README.md, the list is ordered according to publication output in North America between 2000 and 2018. It'll take a bit of elbow grease, but it'd be great if someone went ahead and updated the ordering. I'm open to suggestions on the new year range, but I'll propose 2010 to 2020 because (a) 10 years sounds nice and (b) 2021 isn't over yet. I'll take over if there's no interest/when I find time.

Bonus points: Make a script that updates the ordering on the first of every year!
