Agreed - that's certainly not a requirement. The cloud-init metadata local-hostname is set to the Machine name (at least on CAPV) - what I would propose is flexibility with how...

AFAIK, NetBios is still required to domain join a windows machine. Looping in @ksubrmnn and @JocelynBerrendonner.
