Bug: Windows powershell with russian text

test command: echo "Привет мир!" | ./piper --model ./ru_RU-irina-medium.onnx --config ./ru_ru_RU_irina_medium.onnx.json --output_file welcome.wav

on Power Shell:

if add some latin or digits it work, but ignore russian worlds.

on WSL (linux64) it work fine
