Updates due to changes in vagrant versions

  • Provision script needs to update, because the box file used had an old package manifest and was 404'ing on install of several packages
  • Changed the name of the box to one that was found on Vagrant Atlas

Thanks for the PR, but this is not really needed when you keep the base image updated. But I missed to mention, on the Readme, that the base image is at https://github.com/rgl/ubuntu-vagrant.
