Improve test independence using a site naming strategy

This one is not hard and is worth doing. It will save us massive testing time because we stumble on it repeatedly, both in development and in test.

Yes, it's additive. For now I'd suggest that if you want separate configuration for each project, don't put things like that in your global config.
