🐛 Fix max loops setting

Currently the max loops logic is handled by the backend but we don't even accept max_loops as an argument

@jasangill1 we still need to fix this

The ENV variable will change what the maximum value is. If a user defines a different max loops amount, it won't actually change it and will instead use the maximum value always.
