Add SerpApi as an alternative web search API

As supporting more SERP APIs is included in the AgentGPT roadmap, this PR integrates SerpApi to AgentGPT.

It works basically the same way as the existing one. Besides Google, SerpApi supports more search engines such as Bing, Yahoo, Baidu, DuckDuckGo and more by specifying REWORKD_PLATFORM_SERPAPI_ENGINE
