feat. theme, Better IRC

This theme is a heavily modified fork of the IRC Chat theme, and most of the code has simply been modified to my liking. I did not write most of it myself. Hopefully, though, I think it has been modified far enough to be considered a new theme.

By the way, this is my first attempt at O.S contribution and my first full theme. It may just suck or I may have done something wrong!
