Does this only happen in Vivaldi?
I only use Vivaldi, but I just tried Edge and Chrome and it is the same with all of them. But I also noticed, there actually IS a cursor, but it is very thin and nearly invisible. I now tried this on multiple browsers and different screens and it the same vereywhere: the cursor is so thin and faded it nearly cannot be seen. That is especially a problem regarding accessibility. I use dark mode. It is a little better in light mode, so I think it is mainly the cursor color in dark mode, but it would also be adviseable to increase cursor width.
Can reproduce: Revolt Desktop (Chromium):

vs Firefox:

and Edge:

Interestingly, zooming out seems to help (Revolt Desktop, 90% zoom):

I suddenly have a red cursor in Vivaldi, after days of trying.
When I tried about an hour ago it was extremely thin and nearly invisible. I tried zoom levels after you mentioned that, it may be that this did something. On the other hand: The cursor now also is red and visibly blinking in Edge and here it also was nearly invisible earlier today and for the last days.
