When restarting, poll the server to test when its back online

When the user restarts FileFlows from the settings page. The page just sits there, with no checking to when the server has restarted.

A blocker should be shown with "Restarting" and the server should be pooled every 5 seconds until it's back online.

Then the blocker should be removed.
