Add option to lock window from being resized.

This is something that is possible to do using the Default UI but a lot of the skins available online use foo_ui_hacks. Foo_ui_hacks is the only way to lock it with Columns UI as well, it would be nice with a better option that comes with Columns UI so you wouldn't need to use an unsupported component for it.

I was hoping for an alternative too. Is foo_ui_hacks being maintained? It would be a nice option to have either way.
