Add menu item to give keyboard focus to Filter search

Add a menu item (say View/Filters/Focus Filter search) to give the keyboard focus to the Filter search toolbar. This would preselect any existing text.

The menu item would probably be hidden as its main use would be as a keyboard shortcut.

If there are no Filter search toolbars in the layout, the command could display an error.
