Allow ability to add TOC with blog layout

I've been evaluating some of the capabilities of the blog feature and would find it really useful if the ability to add the TOC (perhaps either on the left or the right, though the right would be fine for simplicity) would exist. Some blog pages can get long and giving the user the option to choose whether the TOC is available would be huge.

It would also be awesome (and perhaps should be submitted in a separate feature request) to allow the left pane (or whichever side is not occupied by the TOC) to be used for images/hyperlinks (such as ads) so that the blog can be monetized.
