Scrolling issue when accessing certain anchor from ToC

Currently, I am hosting a testing site at https://retypetest.pages.dev/concepts/bcdr/. When I select the # Considerations anchor from the ToC on the right, it jumps/skips down to this section in a weird manner. Additionally, if I collapse multiple items in the panel and then select the anchor name, when it scrolls to that anchor, all of the panel icons are automatically expanded again (which is the default setting for my panel, but I would expect the sorting of the anchor to respect the user's selection of the panel at least until they leave the page entirely).

Which browser and OS are you using?

Apologies, I meant to include that. The error occurs in Chromium-based Edge. It does not occur in Firefox. Additionally, in Firefox, the page respects the user's selection of hidden/expanded panels after selecting the anchor from the ToC. I am using Windows 11.
