Windows tests are failing

This is due to an unfixed error in Tap::Harness apparently

Failing again, for a different reason (upstream File::Which). Filed

Reopening this since sometimes they do fail all the time, and at any rate a flapper is not a thing you can rely on. Does not look like a local problem, but still keeping this open to keep track or find a workaround if it's not fixed.
