Feature: let users upload their own programs

Maybe set up a way for users to upload their own programs, even if it's a separate FTP server and It also says who uploaded the file and a brief description

But also tell people who uploaded it and have like a report system. So if anyone uploads something like malware or something like that you know who's doing it so sysops can either ban that person or stop them from uploading anything
