citekey not skip one-letter word

What happened?

I read from #2264 that one-letter words are always skipped, is it possible to not skipping them, at least for numbers?

The situation I face is multiple reports with only difference in their numbering in the title, e.g. xxx phase 1, xxx phase 2, etc. It would be ideal to handle citekey clashes in such case without suffix.
