Timebox implement feature set for new cams

This ticket is for tracking the work for #155

There's always more polish that can be added. After discussions and definitions from other tickets are largely complete and we have a sense of our goals, I will decide on a calendar timebox for implementing code on new cams.

This may lead to a prioritised list of work items, but they should all be optional. Hard requirements shouldn't be tracked here. For this item, what gets done is what ships - anything part of this that isn't done in time, has to ship later.
