fatal error C1189: #error: Boost.Application requires at least the windows vista feature level of the windows sdk.

That's a feature not a bug. https://github.com/retf/Boost.Application/blob/9473347f38c78de4e774201413c0dfa9b8b079ed/include/boost/application/detail/windows/path_impl.hpp#L17-L19 PR #40 contains further information.
