Disable debug assertions for next release

In order to hunt down #3168, we have re-enabled the debug assertions for release builds via https://github.com/restatedev/restate/commit/b2377cb64fab3ec9ab649f51c1792a6e0d0b2920. This should be reverted before the next release.
